Yupi anayepaswa kutolewa bungeni?... anayesinzia kikaoni au aliyevalia??


Hapo majuzi nadhani wote tuliipata hii habari ya mbunge Amina Chifupa kutolewa katika kikao cha bunge kutokana na kofia aliyokuwa amevaa ambayo haikuendana na kifungu kimojawapo cha sheria ya bunge, hivi vifungu vya sheria bado vinanichanganya ina maana kuna vifungu vya sheria vinavyoruhusu kusinzia wakati kikao kikiendelea? nauliza hivi kwa sababu sijawahi kuona mbunge akitolewa kikaoni kwa sababu anasinzia ingawa nusu yao huwa wanasinzia. Hivi ni hadi lini watanzania tutakuwa tukiendelea kukemea mambo mepesi mepesi na kumezea mazito?

Haya habari ya Chifupa hiyo hapo chini kama hukubahatika kuisoma.


Mbunge wa CCM wa Viti Maalum, Mheshimiwa Amina Chifupa leo asubuhi amejikuta akitolewa nje ya ukumbi wa Bunge wakati kikao kikiendelea.

Zali lenyewe lilianza hivi:
Kikao kilianza asubuhi kama kawaida, waheshimiwa wakaingia ndani ya ukumbi na kila mmoja kuketi kwenye siti yake.

Dua iliporomoshwa ya kuliombea Bunge na Taifa, kama kawaida na baadaye kipindi cha maswali na majibu kikaanza.

Hata hivyo ilipotimu kama saa 3:22 hivi, Spika wa Bunge, Mheshimiwa Samwel Sitta akasema, ’’ Kabla ya kuendelea namuomba Mheshimiwa Amina Chifupa atoke nje akavue kofia yake,’’.

Baada ya sentesi hiyo, Spika alinyamaza kidogo halafu akaendelea, ’’Ni kwa mujibu wa kanuni za Bunge...Mheshimiwa, unaweza kuvua halafu ukarejea tena...siyo moja kwa moja’’.

Mheshimiwa Amina Chifupa alikuwa amevalia kofia ya pama nyeusi inayomechi na nguo zake.

Baada ya tangazo hilo la Spika, Mheshimiwa Amina Chifupa, alisimama na kutoka nje ya ukumbi.

Hata hivyo Spika amefafanua kuwa suti ya Ulaya ikiwa imekamilika ni ruksa kutinga nayo Bungeni.

Akasema kanuni ya 74 kifungu cha tatu ndiyo inayozungumzia mavazi ya kike Bungeni.

Hata hivyo wakati tunakwenda mitamboni mheshimiwa Chifupa alikuwa tayari amerejea ukumbini akiwa hana kofia hiyo.

Katika upande wa pili wa shilingi, sidhani kama Mheshimiwa spika alikuwa na donge binafsi na Mheshimiwa Chifupa. Yawezekana ni yale yale ya umri wa Mrs Mpakanjia. Hajakuwa na kupevuka vema. Anafikiri bado anashindana na mabinti wenzie wa makongo sekondari kuvaa vivazi ili kumvutia ama yule ama huyu.

Kuhusu kusinzia pengine suala hili huwa limakuzwa pasi na sababu ya msingi. Lilisemwa sana kipindi kabla ya TV. Tukaamini hivyo kwa kuwa hatukuwako huko. Ama nina upofu ama nina makengeza kwani TV hasa Star TV inajitahidi kuonyesha maendeleo ya vikao ya Bunge. Sijabahatika kumuona mheshimiwa akisinzia. Au wamekatazwa kushoot waheshimiwa waliopiga mbonji?

Amina kachemsha kupita kiasi, na hiyo ni matunda ya kuwapa watu nafasi ambazo hawastaili kutokana na kiwango cha ustaarabu wao.

Leo watatnzania hawajashtuka sana kwa hilo kwa sababu hata alipoukwaa huo ubunge watu waliona mizaa inaanza bungeni kwa sababu huyo mtu anafahamika na vituko vyake na mambo yake ya kijinga mitaani yanajulikana.

Nadhani ni fundisho kwa CCM wanapowapa watu nafasi katika sehemu nyeti kama hizo wawe makini. Ipo siku tutasikia waheshimiwa wamekunjana mashati, hayo si ndio mambo ya Amina tena rizoni utasikia kugombea Bwana.

Jeff Msangi, Wewe ndiye umesema ukweli. Kwani hizo sheria za mavazi niza wanawake tuu? Kwanini asingeitwa pembeni akaambiwa kuliko kumuaibisha mbele ya kila mtu? Lazima wamuheshimu kama mwanamke wanaefanya kazi nae, sio kumuathibu kama wanavyo waathibu watoto wao wakike nyumbani.
Hata kama Mheshimiwa Amina alikuwa anatabia chafu zamani. Unataka kuniambia Waheshimiwa wote wengine hawana tabia chafu au hatujali kwa sababu ni Wanaume?

Asilimia kubwa ya sheria zetu tumerithi kama vile watu wasio na uwezo wa kufikiri. Tumezichukua kama zilivyo bila kutazama mazingira, historia, na utamaduni wetu. Tumeigilizia bila aibu.

Jeff kaongelea umuhimu wa mavazi yanayotutambulisha. Kuna jambo jingine ambalo nalo linaonyesha jinsi gani tumeathiriwa na mtazamo kuwa mambo yetu ni ovyo. Habari uliyotubandikia hapo kuhusu Amina imesema kuwa kulikuwa na dua bungeni ya kuliombea bunge. Tujiulize: je dua hiyo ilielekezwa kwa Allah, Yehova, Ruwa, au Ngai?

Mimi bado naona Amina anahitaji kubadilika kwa sababu, Bungeni ni sehemu nyeti ambayo mawazo ya wananchi yanatolewa na kujadiliwa. Sasa endapo ataendekeza kuvaa nguo zinazokechi wabunge attention hasa wale wenye tabia za paka akiona panya, itatuathiri.
Ni kweli kwamba kuvaa nguo za mitindo ni uhuru wake lakini nafikiri ni vizuri awe anaangalia wenzake wanafanyaje, hasa hivi sasa ambapo kama mara tatu hivi nimemsikia akitoa michango mizuri sana bungeni. Swali alilouliza kwa nini wizara ya afya inayotakiwa kuboreshwa bajeti yake imepunguzwa ni swali zuri sana na halikujibiwa kwa kuridhisha.

Hoja ni muhimu kuliko mavazi. Anyway, nimekumbuka habari ya mbunge mmoja wa kike nchini Peru ambaye alikuwa akipenda kuvaa nguo fupi bila kuvaa nguo za ndani. Alidai kuwa wasiotaka kumuangalia sana wafumbe macho na wasikilize hoja zake tu.

Tanzania MPs in dress crackdown

MPs dressed here like Zanzibar's president were evicted
The speaker of Tanzania's parliament has defended recently throwing MPs out of the house for allegedly violating the chamber's dress code.
Among the offenders asked to leave by Speaker Samuel Sitta were a number of men who wore an Islamic skull cap without a traditional robe.

Another offender was a woman MP who wore an over-large hat but no gloves.

Mr Sitta insisted he was not imposing colonial norms but enforcing rules of parliament that MPs should respect.

"The honourable MPs, mostly from coastal areas, had put on a skull cap," Mr Sitta told the BBC's Network Africa programme, describing the latest incident.

"But these are only prescribed to be worn when you put on a coat, what we call a kanju [Islamic robe] and proper shoes," the speaker said.

"If this is not done, then there are alternatives: a Western style suit, or what we call a Kaunda suit, which is a coat without putting on a tie but with lapels at the front."

Gloves

Mr Sitta said the Kaunda suit -named after former Zambian President Kenneth Kaunda - "should be the same colour, you can't have a different colour for the trousers".

Asked about an earlier incident where a woman MP had been asked to leave the house, Mr Sitta recounted: "The lady had put on a Western-style hat. Now the rules say that if you put on complete Western dress with a hat on your head, you must be wearing gloves.

"She had two problems. One, she didn't have gloves. Two, the hat was so large it was obscuring the views of other MPs sitting behind her, so I asked her to go out and change."

Asked whether he was not imposing colonial norms, Mr Sitta replied: "I am there to enforce the laws and the dress code is present in the house rules.

"If one chooses the Western style, you shouldn't fall short."

I can't stop but wonder if there is an hidden agenda behind all this Chifupa Hat business. While I may agree with the speaker on the excuse that the hat may have been too large and hence obscuring other members sitting behind her. I totally don't see the logic behind the gloves completing the suit. By the way I live in the US. Maybe in TZ it is different. Wazee Bungeni wakati umefika tuachane na taratibu za kale za kikoloni. Sidhani kama sheria hiyo ya mavazi ni takatifu kiasi haiwezi kubadilishwa
